The pair had gossips in a frenzy earlier this month (Sep09) when they were spotted enjoying two nights out together in the British capital - just a month after Penn's wife Robin Wright Penn handed him divorce papers.
Penn and White were seen laughing and joking and the Oscar-winner even fed the model food from his own plate.
Besides dating Buffalo Bills wide receiver Owens, 25-year-old White has appeared in Jay-Z and John Legend music videos and modelled for Ralph Lauren, Oscar de la Renta, Marc Jacobs and Tommy Hilfiger. She was once dubbed the "model of her generation" by former catwalk queen Tyra Banks.
She's not the first model Penn has been linked with - he was spotted with Petra Nemcova after a previous split with Wright Penn.
The acting couple first began divorce proceedings in December 2007 only to officially end their separation four months later.
And in April (09), the actor filed papers for a "legal separation", just days before the couple's 13th wedding anniversary.
They went on to dismiss the bid a month later (May09), only for Wright Penn to kickstart proceedings again last month (Aug09).
Dickinson was fired from Banks' beauty contest America's Next Top Model amid reports the two former catwalk stars never got along.
Banks has not spoken about her decision to get rid of the ageing supermodel, but was asked about things Dickinson has said about her in a recent TV news interview.
When quizzed by interviewer Cynthia McFadden whether Dickinson and fellow sacked judge Paulina Porizkova were jealous of her, Banks refused to answer, but smiled and replied, 'Is that what you think?'
And the veiled hint has made the older model seethe.
In a new interview on TV news show The Insider, Dickinson sarcastically says, "Damn right I'm jealous... Everybody's jealous of the great Tyra."
But she insists she has no issues with the way she was dumped from Banks' hit show: "There's no problem - Tyra hires people, uses them and then boots them out and then hires the next person - I guess for a nominal fee."
But she does take issue with her ex-boss' claims that she's not much of a diva, adding, "She is the biggest diva on the planet next to me."
The former-supermodel-turned-TV titan is rarely seen without a perfectly coiffed weave - which sees synthetic hair attached or woven into a person's tresses, a trend particularly popular with women of African origin.
And Banks hopes to show others they don't need fake locks to feel confident.
She will get her natural hair styled in front of a studio audience as she interviews fellow weave wearers about their own insecurities on The Tyra Banks Show.
She says, "It's just me coming straight out of the shower with wet hair. My hairdresser's going to do my hair live on stage."
Moore lashed out at Hilton last week (beg31Aug09) over a set of "inappropriate" pictures of her 15 year old daughter, accusing him of "exploiting" teenagers. Moore claimed the shots of the youngster, wearing a low cut top and a revealing pair of shorts, compared to "child pornography" and called Hilton a "pervert."
It has now been revealed that just days before Moore's outburst, the gossip king filmed an episode of Banks' self-titled TV show where the former model made him vow to stop bad-mouthing stars under the age of 18.
In the show, recorded on 18 August (09), Banks tells Hilton, "When you're a kid, especially the kid of a celebrity, I don't feel they should be put in the public in a way to be made fun of. I feel they should be protected."
Moore asked Hilton to rein in his gossip for a year, but the pair compromised with a six-month deal in return for Hilton being offered a guest role on Banks' other show America's Next Top Model.

The actor is a spokesperson for the Cheesecake Factory’s Drive Out Hunger Tour, which is currently trekking across the U.S. in a bid to collect 100,000 cans of soup to support local food banks.

Richard Thomas filed the papers in Los Angeles County Superior Court, alleging the supermodel-turned-TV presenter failed to pay him $5,820 (£3,638).
The former worker wants the cash for "services rendered as assistant and advisor" to the star, according to papers obtained by TMZ.com.
The legal documents state Thomas must ask Banks in person for the outstanding money before filing the lawsuit, but he insists: "I have not been able to catch (Tyra) while she is in."

But it wasn't all bad for DeGeneres - her daily chatshow pulled back by picking up four awards during the night.
Fellow chatshow hosts Rachael Ray and Tyra Banks also walked away with prizes, winning Best Entertainment and Best Informative programme for the respective TV shows.
U.S. soap opera The Bold And The Beautiful took Best Drama, while Best Actor went to The Young And The Restless' Christian LeBlanc and Susan Haskell, from One Life To Live, was named Best Actress.
Haskell was also celebrating after her show scooped the most awards of the night, tied with All My Children - winning five Emmys in total.
PBS' Sesame Street received the lifetime achievement award in recognition of its 40-year run.
The ceremony was hosted by Ugly Betty star Vanessa Williams at the Orpheum Theater in Los Angeles.
