For such an orderly-seeming country, the Netherlands has known its share of anarchistic impulses. One of these is the movement dating from the 1970s, wherein a group of like-minded people moved into abandoned buildings and made them habitable. In this story, a group of these squatters are still around in the 1980s, and have been joined by others. The Dutch government has offered to fix these apartments up and give them back to the squatters as their own legitimate apartments - but they must move out of them for about a year for that to take place. The more radical of the old squatters have problems with that.
