A dedicated Padre (Nildo Parente) tries to get the upper class to return to the crumbling church. He also proposes an asylum be built for the alienated and mentally feeble. Soon he fills the asylum with those who do not share his religious beliefs while those in need go homeless. Eventually the entire town becomes an asylum in this symbolic political feature that underscores religious intolerance.
