A weary traffic cop dreams of becoming a detective in this delightful comedy. His daily routine is interrupted when he finds a little orphan girl from Beirut with a teddy bear in her arms. A local gang is after the stuffed toy which is filled with heroin. Comedy ensues with a series sight gags and slapstick situations, most notably every time the gang leader tries to deliver the drugs, he finds that a new teddy bear has replaced the one laced with dope. The cop and the little girl are chased throughout the city by the frustrated gang.
