Synopsis:
A fictional researcher returns from the Arctic after a 20-year absence to find that though the UK is one of the most electronic of the advanced economies, its houses are the most dilapidated in Western Europe. She uncovers a serious fault of capitalism--how affordable, energy-efficient dwellings are unavailable, nor will be for the foreseeable future.
