Filmmaker Nejib Belkadhi offers an affectionate tribute to amateur Tunisian filmmaker Moncef Kahloucha in this documentary proves you don't need a budget to craft wonderfully creative cinema. An energetic house painter with a lifelong love for 1970s-era genre films, Kahloucha has shot such ultra-indie efforts as "I Had No Money and Now I'm Loaded" and "Misery to Get Rid of the Booze" with little more than his VHS Panasonic 3500 and a boundless love for filmmaking. His resources may be sparse, but the results are undeniably entertaining. Now, as Kahloucha begins shooting his latest movie "Tarzan of the Arabs," documentarian Belkadhi is offered unprecedented access into a world where impoverished locals are spirited out of there depressive surroundings to assume the role of professional movie star, and a community teetering on the edge of despair finds laughter and release from the most unlikely of sources.
