Giff Hoyt runs a cafe in post-World War II Cabo Blanco, Peru. The town is filled with Nazis looking for refuge and their enemies. When a sea explorer is murdered, his death is declared an accident by the corrupt police department, but Giff is suspicious. Giff begins to think that a Nazi refugee named Beckdorff, who is looking for sunken treasure, is responsible for the murder, and in further oppostion to the police, he intervenes to defend a new arrival named Marie who is being harrassed by the police chief.
