Mr. Verloc and his gang of saboteurs work under the cover of a London movie theater. Scotland Yard sends Detective Sergeant Ted Spencer to work at a neighboring grocery store to keep an eye on Verloc. When a bomb goes off on a London bus, Verloc's wife grows ever more suspicious of her husband's actions. He confesses and she stabs him to death. The other terrorists are still out there, however, and Spencer may have lost his only chance to dismantle the gang before it's too late.
