Two young lovers in a mountain region are drawn apart by rival factions. The young girl belongs to the shepherd society who dominate the region and own all the water rights for themselves and the town below the mountains. When she dares to love a boy from the village below, she is required to cut off all her hair in a symbolic gesture of repentance and shame. Should their liaison provide a child, the baby is to be killed. Resentment from the town builds towards the shepherds who force the villagers to pay for their daily water supply and force their beliefs on the irate people of the small town.
