Senator Stuart Davis, a U.S. Congressman running for president, travels to the Balkins to speak with political leaders about stopping a civil war that threatens to become a major conflict. While on board the plane, Davis opens up a computer disc he was handed prior to the flight, and to his surprise, he discovers it contains damning evidence about Vice President Pike, who is facing off against Davis in the upcoming election. It turns out that Pike is the mastermind of a secret plan to encourage the war effort in the Balkans so that American arms dealers can make a profit selling weapons to both sides. Little time passes before Pike learns that Davis knows his secret and he is determined to bring down Davis' flight to cover his tracks. The only hope to bring the jetliner to safety is found in Capt. Jack Tyree, an Air Force anti-terrorism expert, however, his flying skills are a question.
