Synopsis

A rogue policeman kills a purse-snatcher after arresting him, then coldly and casually walks away. When the man's widow sues the officer for a million dollars, he feels safe because there were no witnesses to his crime. But in fact, there was a witness who not only saw the killing, but filmed it. And now the "filmmaker" is following the policeman around, adding more damning footage to catalog his crimes.
