White rapper MC2 has made it to the top. He has a luxury home in the New Jersey suburbs. On the surface, you'd think he had it all. But he's got problems. It's been a full 3 years since his last album, the triple-platinum "Theory of Sell-a-tivity", and he's afraid of becoming a has-been. With his career riding on the release of his upcoming album, he blows a crucial TV interview with hip-hop impresario Tallulah Jones. But all that changes when he meets Wendell Lockport, a mild-mannered sink repairman. It turns out that Wendell was once Hoolie Hooligan, legendary enfant terrible of the late 70s British hip-hop scene. Hoolie's music was the reason MC2 became a rapper in the first place. Naturally, he wants to join forces and help Hoolie stage a comeback. But after supplying Hoolie with some fresh hip-hop threads and a 40-ouncer of malt liquor, MC2 quickly realizes that Wendell didn't call himself 'Hooligan' for nothing!
