A bailiff named Francois arrives to serve an eviction order in a quiet suburb and ends up being taken hostage on the 12th floor of a tower block by a penniless father and his drug dealer son. Keen to solve the situation as professionally and as publicly as possible, the local police superintendent mobilizes special units and an entourage of journalists who quickly take up positions around the tenement building. This usually neglected neighborhood revels in all the attention. But as time passes, the mood of the locals becomes increasingly aggressive toward the police and journalists. And the longer the siege lasts, Francois and his kidnappers realize that there is only one way for them to get out: to successfully instigate a riot.
