Officials at London's Tate Gallery have agreed to return a John Constable painting, titled Beaching A Boat, Brighton, to its unnamed Hungarian owner after learning the 1824 piece was stolen by the Nazis during World War Two. A committee of government-appointed experts insisted Tate bosses had "a moral obligation" to return the painting, which became part of their collection in 1986.
