The couple is planning a rehearsal event at the venue for next month, according to an article in Sydney newspaper The Star Observer.
The paper claims the nuptials will involve camels and elephants, lavish feasts and "an exchange of vows at a specially constructed mandap (flower bedecked platform)."
A senior manager at the hotel claims Hurley's future mother-in-law, textiles millionaire Gunar Nayar, stayed in the presidential suite at the Devi Gahr to make preparations.
He says, "Everything has been shrouded in secrecy but the staff have all been briefed and we are having a series of meetings next week.
"Arun Nayar proposed to Liz at the poolside at Devi Garh on Nov. 4 last year and since then they have been intent on a wedding here."
Another manager has confirmed to the newspaper that Hurley plans to fly out three top chefs from London to create the wedding feast.
But there has already been a hiccup for Hurley's ambitious plans - Indian government officials have reportedly refused to give her clearance for a fleet of helicopters, which will shuttle celebrity guests from a local airport to the ceremony.
According to the report, guests like Sir Elton John, Victoria and David Beckham and Hurley's ex-boyfriend Hugh Grant will be staying at the nearby Lake Palace, which was the setting for the James Bond movie Octopussy.
Insiders claim Hurley is planning another smaller family wedding at the Barnsley Hotel in Gloucestershire, England.
