Synopsis:
Thirteen people are trapped on the upper floors of a Las Vegas hotel when a fire rages beneath them. These strangers band together, put their differences aside, and fight for survival as they try to escape the uncontrollable fire, although one of them may be the arsonist who started the blaze.

The grand re-opening of Sloan's Hollywood Casino and Hotel in Las Vegas is beset with problems: the hotel is barely half-full, seven floors are still undergoing renovation, rides in the amusement park don't work, and there are allegations that a boxing match had been rigged. Oliver Sloan, the son of the original owner, is about to be replaced by the increasingly annoyed board of directors.

Late one evening, a fire is ignited on one of the unoccupied floors some 20 stories up. As the fire spreads wildly out of control, it becomes apparent that none of the alarms or sprinklers on the burning floors are working. Clearly, this fire is no accident. An older couple from Iowa are retiring to bed; a bachelorette party is continuing its night of fun; building engineer Jim repairs a ride; a hotel maid is on a break, reading in a storage room; reporter C. Whitmore is returning to his suite; Oliver and his 15-year-old daughter, Tiffany, are in the middle of another one of their fights; and a six-year-old was left alone in her room while her parents go for a quick walk.

One by one, the 13 people on these upper floors realize there is a raging fire beneath them. The stairwells have already been breached by smoke and the only way out is up. They are trapped. As the group makes life and death decisions, C. Whitmore is filming the group on a live network feed -- even shooting as two of them perish. Once they make it to the roof, they discover that a roof rescue is not possible. Trying to figure out their next move, they begin to suspect that one of them is actually the arsonist. In a last ditch attempt to save their lives, Oliver sacrifices himself to save the others. In moments of crises, some people panic, some take control. These strangers must band together, put their differences aside, and fight for survival as they try to escape an uncontrollable fire.
