The Democratic National Convention decides who will run for President and the vote is split among Russell, Hoynes and Santos. It gets even more complicated when Baker enters the race from the floor on the second ballot. Bartlet must decide whether he should send a top secret shuttle to rescue astronauts running out of oxygen which would reveal the shuttle's existence to the world. Bartlet puts Kate and Toby to the task of weeding out the White House person who leaked the information about the shuttle. Bartlet puts his lot behind Santos and Santos gets the Democratic nomination. Josh approaches Leo to be Santos' Vice President.
